§ 27-12. Meters—Reading.

Meters may be read either monthly or bi-monthly and monthly bills shall be rendered on the basis of such readings provided the meter is in good order since the previous reading. If the meter is read bi-monthly or has been damaged or otherwise is not in good order as determined by the department, billings may be rendered on estimated consumption which will be based on the average consumption of the immediate past four (4) monthly billings.
